Jakarta, August 26, 2025 – The Official Development Assistance (ODA) project titled “Establishment of the Integrated Ocean Fisheries Technology Training Center and Enhancing Capacity Building in Indonesia,” or ODA KIOTEC, initiated by the Government of Korea, has achieved significant milestones in its second year of implementation. This program focuses on enhancing the capacity of Indonesia’s human resources in the field of marine and fisheries technology through the establishment of an integrated training center, master’s and doctoral scholarship programs, and various technical training sessions.
In March 2025, ODA KIOTEC was also officially registered as an endorsed Decade Action under the United Nations Decade of Ocean Science for Sustainable Development (2021–2030) under the name Korea-Indonesia Ocean Technology Capacity Enhancement Actions (KIOTEC-CEA). This recognition marks a strategic milestone that strengthens KIOTEC’s role in training, graduate education, collaborative research, and the exchange of young researchers (ECOPs), while reaffirming its contribution to sustainable ocean management and the achievement of the Sustainable Development Goals (SDGs).
At the second-year progress meeting held on August 26 in Jakarta, stakeholders from ministries, universities, and research institutions reviewed the achievements of the KIOTEC ODA project. Now in its second year of implementation, the project has provided 80 master’s scholarships in Indonesia and 4 doctoral scholarships in Korea, as well as organized nine training programs on the use of marine equipment and technology in collaboration with relevant government institutions. Of these nine programs, five were specialized courses, while the other four were exclusive training sessions for scholarship recipients. At the same time, the construction of the KIOTEC Training Center in Ancol is entering an expansion phase with the addition of new facilities such as the Marine Chemistry and Biology Laboratory, Computer Training Room, Server Room, and Seminar Room.

KIOTEC’s ODA achievements over the past two years have received positive recognition from Indonesian stakeholders, who have expressed their gratitude to the Korean government for its continued support in the development of scholarships, training, and cooperation. Beyond its institutional impact, the program has also fostered a positive image of Korea among students, while reaffirming its strategic role in capacity building and the development of Indonesia’s marine and fisheries sector.
Mr. Yogi Yanuar, representing Mr. Dandy Satrya Iswara, Deputy for Maritime Resources Coordination at the Coordinating Ministry for Food Affairs, highlighted the importance of the KIOTEC initiative as a tangible manifestation of the Korea–Indonesia partnership:
“KIOTEC reflects the close partnership between Korea and Indonesia, which has shown tangible progress in just two years. Amid growing maritime challenges, this initiative is key to preparing human resources. We express our gratitude to the Government of Korea for its strong commitment,” said Mr. Yogi.
Meanwhile, Dr. I Nyoman Radiarta, Head of BPPSDMKP, Ministry of Marine Affairs and Fisheries, also expressed his appreciation for this initiative:
“Since the initial discussions in 2023, we have been enthusiastic to witness the transformation in human resource development in the maritime sector. I am proud that KIOTEC’s mission aligns closely with BPPSDMKP’s vision. This progress reflects the strong Korea–Indonesia cooperation in building maritime capacity,” said Dr. I Nyoman Radiarta.
In addition to the reporting session, the event continued with the 4th ODA KIOTEC Steering Committee (SC) Meeting, which focused on follow-up actions regarding equipment grants, scholarship programs, training topic requirements, and the establishment of the project’s future strategic direction. A total of 50 participants from various institutions and universities, including the Coordinating Ministry for Food Affairs, BPPSDMKP, the Ministry of Foreign Affairs, Bappenas, IPB, UNHAS, UNDIP, UNPATTI, UB, UNPAD, UNUD, and UGM, attended the event.
The achievements of this second year reaffirm ODA KIOTEC’s commitment to supporting Indonesia’s Golden Vision 2045, particularly in establishing Indonesia as a global maritime hub through strengthening the capacity of human resources in the maritime and fisheries sectors, and promoting innovation and the utilization of sustainable maritime technology.
