JAKARTA, Indonesia (May 20th, 2026) - The Korea-Indonesia Integrated Ocean Fisheries Technology Training Center (KIOTEC) has officially launched a special topic training course titled "Policy Analysis for Partnership Development in Marine Governance." Held from May 19-20, 2026, this initiative represents a strategic step toward strengthening marine governance through international collaboration.
As part of its continued efforts to strengthen ocean capacity development, KIOTEC also supports the implementation of the Korea–Indonesia Ocean Technology Capacity Enhancement Actions (KIOTEC-CEA), which has been officially endorsed as a Decade Action (No. 13.7) under the United Nations Decade of Ocean Science for Sustainable Development (2021–2030). Utilizing KIOTEC’s training facilities and collaborative programs, the initiative aims to strengthen the technical expertise and institutional capacity of Early Career Ocean Professionals (ECOPs) in Indonesia.
The training was organized following a joint agreement by the KIOTEC Steering Committee members to address the challenges of dynamic marine policy. Held at the KIOTEC Training Center in Ancol, North Jakarta, the two-day event brought together 30 selected participants from key institutions, including the Ministry of Marine Affairs and Fisheries (KKP), the Coordinating Ministry for Food Affairs, the National Research and Innovation Agency (BRIN), and the Ministry of National Development Planning (Bappenas).
The program is specifically designed to equip civil servants, young bureaucrats, and researchers with sharp policy analysis skills. The main focus is on building effective partnerships within marine governance to ensure that Indonesia’s ocean resources are managed sustainably and based on scientific data.
The event was opened by Yanti Permatasari, Assistant Deputy for Marine Resource Competitiveness at the Coordinating Ministry for Food Affairs, and Dr. Lilly Aprilya Pregiwati, Secretary of BPPSDMKP. In their opening remarks, both officials highlighted the critical role of international collaboration in advancing the maritime sector. Aligning with the President’s vision for a sustainable blue economy and the Kampung Nelayan Merah Putih (Red and White Fishing Village) initiative, they emphasized that managing marine wealth requires more than just natural resources and technology; it demands human resources who deeply understand policy analysis and institutional coordination.
Dr. PARK Hansan, KIOTEC Project Manager and Vice-chairperson of IOC UNESCO, who also served as a speaker, noted that based on his professional observations, the primary challenge in regional cooperation remains the gap between technical knowledge and practical implementation on the ground.
“As someone who has been involved in Indonesia-Korea marine cooperation for decades, we know that complex marine issues cannot be solved by science alone. It requires strong policy analysis and inter-institutional collaboration. This course is designed to turn those insights into practical and sustainable actions.” Said Dr. Park
Featuring expert speakers from KKP, IPB University, Ministry of Foreign Affairs, and YKAN, the intensive two-day curriculum covers essential topics such as stakeholder mapping, effective communication and negotiation strategies, and expert-led workshops, culminating in brief presentations by all participants.

By organizing this event, KIOTEC proves its commitment to producing adaptive young professionals. With a balance of technical expertise and policy analysis skills, the graduates are expected to bring Indonesia's marine governance to a more sustainable level.
